Proposals that answer the TOR
Prepare the technical proposal and quotation required by the invitation and procurement documents, showing how each requirement is met and which points need clarification.
UNIXDEV is registered as a vendor in the Comptroller General's Department e-GP system. We develop new systems, take over existing ones, run AI/LLM projects, cloud and infrastructure work, and collaboration platforms for public-sector agencies, working to the terms of reference (TOR), the contract and the agency's procurement process.

For government agencies, state enterprises and public organizations that procure under the public procurement rules and need a contractor who reads the TOR carefully, delivers against acceptance criteria and hands over source code and documentation the agency can maintain.
Prepare the technical proposal and quotation required by the invitation and procurement documents, showing how each requirement is met and which points need clarification.
Plan work around the instalments and acceptance criteria in the contract, and list what is needed from the agency: data, access and users for testing.
Deliver the system with source code, user and administrator manuals and installation documents, as listed in the TOR and contract.
Train users and administrators, and support the system under the warranty or MA contract the agency sets, keeping defect fixes separate from new development.
The proposal defines the scope and acceptance criteria for your project before work begins.
When an agency publishes a draft TOR for comment, we submit technical comments as a company through the published channel.
Submit the bid in the method and time window the agency sets, plus any samples, presentations or extra documents the invitation requires.
Hold a kick-off with the acceptance committee and users to confirm the plan, instalments and access to systems and data.
Run user acceptance testing, deliver by instalment, transfer knowledge and provide support under the warranty or MA terms in the contract.
The budget and reference price are set by the agency. What shapes a vendor's proposal is the number of workflows and users, integrations, data migration, security and personal-data requirements, the number of instalments and the support period after delivery. Development and MA should be scoped separately in the TOR.
Bring the project objective, related existing systems, approximate user numbers, data to migrate or integrate and the fiscal-year timeline. If a draft TOR has been published, send the link. You do not need to share personal data or classified government information to start.
Yes. We can bid on open invitations whose qualifications we meet, and agencies can send us an invitation through e-GP under the selection or specific method. Bidder eligibility for each project follows the qualifications set in its TOR or invitation.
The scope, reference price and selection criteria are the agency's responsibility. We can give technical input as a vendor, for example by commenting during a published TOR hearing.
That follows the TOR and contract. We recommend stating which source code is delivered, in what form, with documentation and licences for any third-party software the system needs.
It depends on the warranty and MA contract the agency sets. We propose support that separates defect fixes, maintenance and new development, with response times for the agreed service level.
In most projects the agency is the data controller and the contractor that builds or runs the system is a data processor acting on its instructions, though the roles depend on the facts of each system. Section 40 of the Personal Data Protection Act B.E. 2562 (2019) sets the processor's duties and the agreement between controller and processor. Where an agency attaches a data processing agreement to the contract, we follow it and our ISO/IEC 27001:2022 information security management system.
Use them as a starting point only. Regulations and circulars are amended, and each project differs, so confirm the rules with the agency's procurement officer or the Comptroller General's Department.
